Popcorn ceiling repair in Ottawa: patch, match or smooth it

In an Ottawa house from the 1960s to the 1980s, the first question about a popcorn ceiling is what is in it. Send the build year, the damage and whether the texture stays or goes, and one independent company calls.

In short

  • The Ottawa price pages print nothing for popcorn ceiling work, so the company prices it after seeing the ceiling, its height and the texture depth.
  • Before 1990, Health Canada says, asbestos went mostly into insulation, though drywall, putty and spackling can carry it too; it advises a professional test first.
  • Ontario's guide to asbestos in the workplace notes asbestos may be found in buildings built before 1986.
  • Ontario's Regulation 278/05 exempts an owner-occupied private home and still binds the constructors, employers and workers on private projects.

Three ways to treat a textured ceiling

A popcorn or stipple ceiling is a sprayed or applied texture over drywall. The company can do one of three things.

  • Patch and match. Repair the damage and copy the texture around it. Matching is the hard part.
  • Skim over. Cover the whole ceiling with a thin layer of compound to bury the texture, then paint.
  • Remove. Take the texture off the board, repair the surface and paint.

Each has its own price and its own question about what is in the material. Say in the request which one you want.

The asbestos question comes first

Insulation took most of the asbestos used in Canadian homes before 1990, Health Canada says, but drywall, putty, caulking and spackling can hold it too. Health Canada wants a professional test before renovation, to avoid disturbing materials that may contain asbestos, and to use a qualified specialist to remove it if found.

Ontario’s asbestos page puts the date at buildings built before 1986, and the FAQ covers who takes the samples. Read the two dates as a range. A house from the 1960s to the 1980s sits inside that range.

The same guide lists drywall compound among asbestos-containing products found on demolition projects. Scraping or sanding raises dust, so the test comes before removal. With a pre-1990 ceiling, give the build year and ask what the company does before any scraping.

Ontario owner duties in plain terms

Under the Occupational Health and Safety Act, the owner of a project has to find out whether designated substances such as asbestos are present, and give contractors the list before a contract is signed. Regulation 278/05 has a narrower reach, set out in the FAQ. The company you hire carries duties of its own, and may ask for a test report before it quotes.

Patching and matching

Matching texture takes a trial: the company reproduces the pattern, lets it dry and checks it under side light. Tarion’s guideline for new homes expects applied texture to look generally uniform in a room, and treats minor variation as normal. The ceiling repair page covers sagging, stains and cracks on any ceiling.

What decides the price

The Ottawa price pages do not list popcorn ceiling work, so the company names the price after it sees the ceiling. The things that move it:

  • Area and height. Staging for high ceilings is a line on its own.
  • Method. A patch is a small job. A full skim or removal is a day or more, with dust control.
  • Test and disposal. In older homes a test report may be needed first, and disposal depends on the result.
  • Paint. HomeStars Ottawa lists painting at $400–950 per room.

For hourly patch work, HomeStars’ Ottawa guide prints $85–120. The drywall repair cost page has the table with its sources.

Quote and timing

Ask for the method, the test plan, the protection of the room and the paint on separate lines. Cracks at the ceiling edge in winter may be seasonal; see crack repair.

Who works on the ceiling

The desk passes your request to one independent local company. It phones you, agrees the test plan, books the date, quotes and does the work.

Questions to ask the company

  1. Do you test the texture for asbestos in a pre-1990 house, or do I arrange a consultant first?
  2. Which do you price: a patch with matched texture, a skim coat or full removal?
  3. How will you protect the floors and furniture, and what happens to the debris?
  4. Is the whole ceiling primed and painted in the price?
  5. Will you leave a small test patch so I can judge the match?

Have this ready for the call

  • The year the house was built, or the date of any past ceiling work
  • Photos of the damage, and one of the whole ceiling in side light
  • Any past test report for asbestos on the ceiling

Questions people ask

My ceiling went up in the 1990s. Is it free of asbestos?

The sources give dates and no promise. Health Canada ties most asbestos use, mainly insulation, to the years before 1990, and Ontario says it may be found in buildings built before 1986. A ceiling from after those dates is far less likely to carry it. When a build year sits near the line, a test settles the question.

Who in Ontario does the asbestos test?

Ontario’s asbestos page says you can book a qualified consultant who will take samples and confirm if asbestos is present. Ask the company on the call whether it works from your test report, and which consultant it would send samples to, so the result reaches both of you before any sanding.

Do the Ontario asbestos rules apply to me as a homeowner?

As the owner of a private home that you or your family live in, you sit outside Regulation 278/05. Constructors, employers and workers on private construction projects sit inside it, so the company you hire has its own duties. Ontario’s guide also lists drywall compound as an example of asbestos-containing product on demolition projects.

Can a small stain on a popcorn ceiling be patched?

Yes, once the cause is dealt with. A patch has to copy the texture in pattern and sheen, and matching is slow work on a sprayed finish. Judge the result the way Tarion judges new ceilings: the texture should look generally uniform across the room. Ask for a test patch before the full area.

Why does the repaired spot look different after painting?

Texture catches light. A patch with a slightly different depth or paint sheen shows from the other side of the room in raking light. Many companies repaint the full ceiling to blend the patch. The quote should say whether paint covers the patched spot or the whole ceiling.
